Resolution targets the agreement

Democratic representatives introduced a resolution this week to block the Trump administration’s new civilian nuclear agreement with Saudi Arabia. The agreement would open the way for the United States to help Saudi Arabia establish a nuclear power program intended for peaceful purposes.

The resolution directly challenges whether the agreement places adequate limits on that cooperation. Its introduction puts the deal before Congress as both an energy policy question and a nuclear weapons risk question.

The administration’s agreement describes the planned program as civilian. Critics contend that the safeguards are not sufficient to ensure Saudi Arabia could not use the program as a route toward pursuing nuclear weapons.

Safeguards are the central dispute

The disagreement is not over the deal’s stated purpose. It centers on whether the agreement’s conditions are strong enough to keep a peaceful nuclear power program from creating an opening for weapons development.

Supporters of the resolution want to stop the agreement rather than allow cooperation to proceed under its current terms. The Trump administration’s deal, by contrast, establishes a path for U.S. assistance with the Saudi program.

Congressional handling of the resolution will determine whether the effort to block the agreement advances. Lawmakers will also face the underlying policy choice: whether the agreement’s safeguards are adequate or whether stronger restrictions are needed before the United States helps Saudi Arabia develop civilian nuclear power.
