A leadership memo tells House Republicans to emphasize the border, government spending, the economy and public safety before the November midterms.

Key takeaways
House Republican leaders are giving GOP lawmakers and candidates a four-part campaign message for the final month before the November midterm elections. The leadership memo, obtained by Fox News, centers on the border, what Republicans describe as fraudulent use of taxpayer money, the economy and public safety.
House GOP Conference Chair Lisa McClain of Michigan, who oversees the conference’s messaging, said Republicans chose subjects they believe matter most to voters. She framed the plan as a contrast with Democrats over border policy, policing, taxes and the size and role of the federal government.
The memo comes as Speaker Mike Johnson and House Republicans campaign to maintain control of the chamber. House Minority Leader Hakeem Jeffries and Democrats are offering their own economic message as they seek control of the House.
The plan assigns its second week to the economy. It encourages Republican incumbents and candidates to discuss increasing take-home resources and expanding opportunities through work, ownership and economic freedom.
McClain said Republicans should directly acknowledge voters’ concerns about grocery, gasoline and other living costs. She also said GOP candidates could point to the poverty rate and President Donald Trump’s trade agreements while arguing that Democratic tax policies would raise costs.
Democrats have focused on the cost of living in their campaign against Republicans. They have also cited Trump’s tariffs on countries including Canada and the war in Iran as arguments against GOP control. The competing messages place household costs at the center of the parties’ closing campaign period, alongside the other three subjects in the Republican memo.
