INDOT proposes $5 million in Central Indiana projects

The Indiana Department of Transportation is proposing nearly for two Central Indiana projects through an amendment to the state’s transportation plan.

The larger project, identified as DES 2400752, would permanently relocate fiber along Interstate 69 between State Road 39 and Interstate 465. Its estimated cost is approximately, including about in federal funding and in state funding. Construction is proposed for fiscal year 2027.

A second project, DES 2600892, would make intersection improvements at U.S. 421 and Willow Road. The work could include auxiliary, acceleration, deceleration or turn lanes. INDOT proposes spending about on preliminary engineering in fiscal year 2027 and approximately on construction in fiscal year 2028, bringing the estimated total to.

How the state planning process works

The projects are part of a proposed amendment to Indiana’s Statewide Transportation Improvement Program, known as the STIP. The four-year plan identifies projects expected to receive federal funding and certain state-funded projects considered significant to a region. The current program covers fiscal years 2026 through 2029.

A project must be included in the STIP to qualify for federal transportation funding. INDOT uses formal amendments when adding a project or project phase or when making significant changes to a project’s cost or scope.

Public comment

INDOT opened the amendment for public comment through an online form, email and mail. The comment period for the Indianapolis Metropolitan Planning Organization portion of amendment A26-MPO-13 was listed as ending Sept. 20, 2026. INDOT’s project listing was updated Sept. 11, 2026.
