Pleasanton voters to choose mayor and two council seats

Key takeaways

  • The election is scheduled for Nov. 3, 2026.
  • Jack Balch and Julie Testa are running for mayor.
  • Jamie Yee and Reena Gupta are running in District 3.
  • Kathy Narum and Vin Kruttiventi are running in District 1.
  • Two council seats will have new representatives.

What Pleasanton will decide

Pleasanton voters will choose between incumbent Mayor Jack Balch and Councilmember Julie Testa in the Nov. 3 election. Voters in Districts 1 and 3 will also select council representatives, creating two open-seat contests alongside the mayor’s race.

The district seats are opening for different reasons. Testa reaches the end of her service in the District 3 seat this year because of term limits, while District 1 Councilmember Jeff Nibert decided to retire. The results will set the council’s new membership by the end of 2026.

Mayor’s race

Balch is seeking another term as mayor after winning the office in 2024. Testa is leaving her council district because of term limits and is challenging him for the citywide position.

The contest gives all Pleasanton voters a choice between the sitting mayor and a current councilmember. The election is scheduled for Nov. 3.

Two district contests

In District 3, Jamie Yee and Reena Gupta are running for the seat Testa will leave. Yee formerly served as a Pleasanton Unified School District trustee. Gupta is a first-time candidate who formerly served on Pleasanton’s Economic Vitality Commission.

In District 1, Kathy Narum and Vin Kruttiventi are seeking the seat Nibert will leave. Narum previously served on the Pleasanton City Council and as a Zone 7 Water Board trustee. Kruttiventi previously ran for Congress in 2026.

Only residents of the respective districts will vote in those council contests. All Pleasanton voters will vote in the mayoral race.

What to watch

  • Whether voters retain the incumbent mayor or choose a current councilmember
  • Who fills the open District 1 seat after Jeff Nibert’s retirement
  • Who succeeds Julie Testa in District 3
